His leadership and dedication were recognized through a series of well-earned promotions: Sergeant in 1986, where he served at Pico Rivera, Industry, and Walnut Stations; Lieutenant in 1996, with assignments in the Custody Division and Lakewood Station; Captain in 2002 at Lakewood Station; Commander of the Correctional Services Division in 2008; and finally, Chief in March 2014. In this role, he led the Custody Services Division with distinction until his retirement on March 31, 2017.

    Chief Fender was known not only for his professional accomplishments but also for his character—steady, compassionate, and deeply committed to the men and women he led.
