The Wise County and Scioto County communities are reflecting on a tragic and deeply troubling incident involving Kenneth Phillips, age 47, whose life came to an end during the early morning hours following a law enforcement pursuit in Wise County, Virginia. According to the Wise County Sheriff’s Office, deputies responded to a BOLO alert from the Scioto County Sheriff’s Office in Ohio regarding a suspect believed to be traveling on U.S. 23. Kenneth Phillips, driving a gray 2018 Chevrolet Colorado with Ohio registration, was wanted in connection with a sexual assault investigation in Ohio. Authorities indicated that he was potentially armed with multiple firearms and may have been experiencing a suicidal crisis.

Deputies observed the vehicle traveling southbound and failing to maintain its lane, prompting an attempted traffic stop. When the suspect failed to yield, a pursuit began, with multiple agencies assisting in the response. Spike strips were deployed to safely bring the vehicle to a stop near the entrance of Mountain Empire Community College in Big Stone Gap. After the vehicle came to rest, deputies heard a gunshot and determined that Kenneth Phillips had suffered a self-inflicted gunshot wound. A firearm was recovered from inside the vehicle.

The Wise County Sheriff’s Office expressed gratitude to the Norton Police Department, Wise Police Department, Big Stone Gap Police Department, and all responding officers who worked together during the incident. The Scioto County Sheriff’s Office remains the investigating agency regarding the sexual assault allegations.
